The Czech Republic Adopts BIM Mandate for Major Public Construction Projects from 2027

The Czech Republic is taking a major step toward the digital transformation of its construction sector with the adoption of a new BIM Act, which makes the use of Building Information Modelling (BIM) mandatory for large public construction projects starting 1 January 2027

A Legislative Milestone for Digital Construction 

Under the new framework, all public projects exceeding CZK 135 million (approximately €5.4 million) will be required to use BIM across the full lifecycle of a building—from design and construction to operation and demolition. The law applies to state authorities, regional governments, public institutions, and state-funded organizations, while excluding projects managed by the Ministries of Defence, Interior, and Justice or those implemented abroad. 

The objective is to improve project preparation, operational efficiency, asset management, and transparency in public procurement, laying the groundwork for a more data-driven and sustainable construction environment. 

Implementation Timeline and Support Measures 

With the mandate taking effect in 2027, public bodies and contractors have a three-year preparation period to align with the new standards. The law also introduces a national data standard for construction to ensure interoperability, consistency, and quality across all stakeholders. 

Professional associations such as buildingSMART Czech Republic are playing a key role in supporting this transition—through education, certification programmes, and stakeholder engagement aimed at harmonising practices across the ecosystem. 

Practical Impact and Pilot Experience 

Public contracts above the established threshold will be required to integrate BIM processes throughout the asset lifecycle. Pilot projects—such as the new Supreme Audit Office headquarters—have already showcased the benefits of digital project delivery, enhanced coordination, and improved asset management. 

To guide the sector, the Ministry of Industry and Trade and the Czech Standardisation Agency are publishing practical implementation materials and technical guidance available through official portals and professional associations. 

Driving Innovation and Transparency in Public Procurement 

By introducing a clear legislative and technical framework, the Czech Republic positions itself among the European frontrunners in the digitalisation of public construction. The BIM Act not only promotes innovation and cost efficiency but also strengthens transparency and accountability in how public infrastructure is planned, built, and maintained. 

This ambitious reform reflects a broader European trend: the integration of digital tools in public procurement to achieve better value, sustainability, and long-term resilience in infrastructure investment.
