A Europe-wide conversation on BIM 

The webinar brought together policymakers, technical experts, and public sector representatives to explore how national strategies are shaping BIM implementation through procurement. The event was hosted under the EU BIM & Public Procurement Community of Practice (CoP), an initiative dedicated to fostering collaboration, knowledge sharing, and progress on digital transformation in public infrastructure projects. 

Highlights from Spain and Ireland 

Two key speakers shared insights from their respective national contexts: 

  • Aida Joaquín Acosta, Chief of Cabinet of the Vice Minister at Spain’s Ministry of Transport and Sustainable Mobility and leader of the BIM and Public Procurement CoP, outlined the latest developments in the Spanish BIM Plan for Public Procurement. She also introduced the upcoming online survey on BIM integration across the EU, explaining its objectives—namely, to map existing policies, assess implementation practices, and identify common priorities. The survey is expected to provide critical input for policy alignment and future EU-level initiatives.
  • Stephen Lynam, Technical Adviser in the Infrastructure Division of Ireland’s Department of Public Expenditure, National Development Plan Delivery and Reform, presented Ireland’s ambitious approach to BIM and procurement. His presentation emphasized the practical steps taken to embed digital processes in public works and lessons learned from Ireland’s evolving strategy. 

Next steps for the BIM Community of Practice 

The webinar marked a significant milestone in preparing for the upcoming EU-wide survey, which will soon be accessible via the Public Buyers Community Platform. The CoP will continue to support dialogue and collaboration by offering future opportunities to engage, share national experiences, and co-create strategies. 

Stakeholders interested in contributing to or learning from the BIM CoP are encouraged to follow updates on the platform and participate in upcoming activities, including further webinars, working groups, and the survey itself.
