The BBWT Community of Practice Circular Construction (CoP CC) has concluded its work on the report entitled “Public Procurement of Circular Buildings: mapping of the latest development on the EU market”. This report represents the first milestone in finalization of Deliverable 1 of the CoP entitled “Market Availability Analysis & Market Consultation Session”, in accordance with the Community Roadmap developed by the CoP members. The second milestone will be Organization of the Market Consultation Session envisaged for 2026/Q3.

The main goal of this report is to inform policy makers about the current state and future potential of the circular buildings market in Europe. It aims to demonstrate a need for more coherent, integrated and market-shaping approach to circular buildings, rather than fragmented interventions. 

The report is divided into two main sections:

Section 1 provides definitions of the key terms and concepts to be used in the document, discusses principles around which the procurement of circular buildings can be defined, and provides several examples of strategies on circular buildings identified by the CoP CC members.

Section 2 introduces results of the Survey entitled "EU Circular Building Survey (2025), launched in October 2025 as a part of the work of the BBWT CoP CC on this deliverable. Purpose of the Survey was to get information on circular products/solutions available on the market, as well as information on possible barriers that industries are facing in the sector. 

The report contributes to the evidence base for future EU policy design, funding instruments and collaborative platforms, supporting the transition towards a truly circular, low-carbon and competitive European construction sector.
