Ireland’s construction sector demonstrates impact through the CO₂ Performance Ladder
Ireland’s construction sector is showing tangible progress in reducing emissions through the CO₂ Performance Ladder, with three companies now certified under the scheme and more companies are currently working to get certified. These organisations are strengthening carbon management, improving data quality, and implementing low-carbon measures across their operations and supply chains.
Introduced in Ireland in 2023 by the Irish Green Building Council, the CO₂ Performance Ladder supports Green Public Procurement by embedding sustainability as a weighted criterion in public tenders. Its application is helping contracting authorities drive measurable climate action while providing clear incentives for market actors.
Among the certified companies, Roadstone has become the first Irish organisation to achieve the highest level on the CO₂ Performance Ladder, demonstrating significant emissions reductions and strong engagement across its value chain. Jons Civil Engineering has achieved company-wide certification as part of its roadmap towards net zero by 2050, while Colas is applying the Ladder within joint venture projects, highlighting its relevance for large-scale public infrastructure delivery.
Together, these examples illustrate how the CO₂ Performance Ladder can be used as an effective Green Public Procurement instrument to support decarbonisation in the construction sector and deliver environmental impact aligned with EU climate objectives.
