Responsible Procurement in Action: Transport for London Uses CO₂ Performance Ladder to Drive Climate Impact

Public procurement continues to demonstrate its potential as a powerful lever for climate action. The recently published Responsible Procurement Case Studies report from the Greater London Authority (GLA) Group highlights several inspiring examples of how procurement can contribute to sustainability goals.

One notable case comes from Transport for London, which has integrated the CO₂ Performance Ladder into its tendering processes. This internationally recognised tool encourages suppliers to actively reduce emissions throughout their operations and supply chains. By linking carbon performance directly to procurement evaluation, contracting authorities can reward suppliers that demonstrate measurable progress in reducing their carbon footprint.

The approach reflects a growing recognition that procurement decisions can extend far beyond purchasing goods and services. When sustainability criteria are embedded in procurement strategies, they can help drive systemic change across entire supply chains.

It is encouraging to see forward-thinking initiatives like this gaining traction. Cases such as the one from Transport for London illustrate how public procurement can play a meaningful role in accelerating the transition to a low-carbon economy.

With the expansion of the CO₂ Performance Ladder already in seven countries across Europe, we see a strong potential for contracting authorities to learn from these examples and integrate responsible procurement tools into their future tenders.

The continued exchange of such case studies and best practices will be key in ensuring that procurement remains a central driver of climate ambition in the years ahead!
