The Innovation Procurement Hubs programme continues to deliver active support across Europe, with another advisory support package now completed in collaboration with Arteixo City Council, Spain.

The engagement centered on two interconnected challenges: Building the technical knowledge and structured learning framework that Arteixo’s team needs to run innovation procurement in practice, and developing the leadership and cross-department collaboration mindset to effectively implement the knowledge across the organisation.

On the capability side, the engagement produced a full Innovation Procurement training framework, covering a skills taxonomy across four key role groups, a curated external learning library mapped to each skill, an annual learning cadence and tailored internal training materials, including a dedicated IP Fundamentals upskilling session .

On the leadership side, the engagement defined leadership roles and responsibilities within the IP process, and delivered dedicated interactive sessions on innovation behaviour and collaboration equipping participants with the practical working habits to lead cross-functional IP efforts.

Feedback from the Arteixo team reflected the value of bringing colleagues from different departments together around a shared goal for the first time. Participants noted that the sessions helped build a clearer, more confident understanding of innovation procurement across the team — including a better grasp of where bottlenecks tend to arise — and left them motivated and better prepared to work collaboratively toward implementation together.

This marks another important step in supporting public authorities across Europe with practical tools, targeted advisory support, and peer learning opportunities that make innovation procurement more accessible and actionable.
