The assessment of Contracting Authority (“CA”) status under Directive 2014/24/EU must be carried out at the moment an entity intends to initiate a procurement procedure, and the result remains fixed for the duration of that procedure. Since financing structures, governance arrangements, or the scope of activities may evolve, it is recommended to review the CA / non-CA status periodically, or whenever material changes occur in the entity’s legal framework, sources of funding, or market environment.
