The 'Interim Position Paper on Socially Responsible Public Procurement' summarises the work and findings of the Social Procurement Community of Practice established under the Big Buyers Working Together project. 

It highlights the progress made in developing a shared understanding of social procurement across Europe, while identifying persistent legal, structural, and capacity-related barriers to its implementation. The paper also presents recommendations, including the need for clearer definitions, greater legal certainty, improved guidance and training, and stronger support for communities of practice, with the aim of strengthening the role of public procurement as a tool for delivering social value.
