Healthcare procurers across Europe invite market players to tackle pharmaceutical pollution and antimicrobial resistance through a new Pre-Commercial Procurement initiative.
The THERESA PCP consortium has officially launched its Call for Tenders, opening a new opportunity for companies, start-ups, SMEs and innovators to develop cutting-edge solutions for the treatment of hospital wastewater.
With an estimated investment of up to €2.9 million for the whole PCP, THERESA PCP aims to accelerate the development of innovative and sustainable technologies capable of removing hazardous substances directly at hospital level, before they enter municipal wastewater systems and the wider environment.
Hospital wastewater contains a complex mixture of pollutants, including pharmaceutical residues, antibiotics, cytostatic drugs, X-ray contrast agents, antimicrobial-resistant bacteria and antimicrobial resistance genes. Addressing these contaminants is becoming increasingly important to protect public health, water resources and ecosystems across Europe.
Driving innovation through Pre-Commercial Procurement
THERESA PCP brings together public healthcare procurers from across Europe who share a common challenge: identifying effective, sustainable and scalable solutions for hospital wastewater treatment.
Through a Pre-Commercial Procurement approach, the project will support research and development activities across several competitive phases, enabling selected suppliers to design, prototype, validate and demonstrate innovative solutions in real healthcare environments.
The procurement process is open to companies, start-ups, SMEs and innovators with relevant expertise in wastewater treatment, health innovation, environmental technologies and related fields.
Key dates
- 27 July 2026 – Deadline for submitting questions
- 31 August 2026 – Tender submission deadline
- December 2026 – Contract signature with selected suppliers
- January 2027 – Start of Phase 1

Matchmaking Platform available to support consortium building
To facilitate collaboration among potential applicants, the THERESA PCP Matchmaking Platform remains available for companies, start-ups, SMEs and innovators looking to identify partners and form consortia.
The platform allows registered participants to make their profiles visible to other participants, explore potential synergies and connect with partners that can complement their expertise. This can be particularly useful for applicants seeking to address the technical, clinical, environmental and operational requirements of the tender through a consortium-based approach.
