
The European Commission is currently revising the 2014 Public Procurement Directives. As announced in the Commission Work Programme, the revised framework is scheduled for adoption in the second quarter of 2026. The new legal framework will aim to:
- make public investment more efficient –achieve greater efficiency by (i) simplifying procurement procedures, (ii) establishing a consistent, coherent legal framework, (iii) creating a digital EU procurement marketplace
- design tools to strengthen economic security and sovereignty –strengthen EU economic security, sovereignty and resilience by introducing Made in Europe criteria in line with international legal commitments
- align public procurement policy with EU strategic policies and objectives – ensure coherence across three areas: green, social, and innovation.

In preparation for the revision, the Commission conducted an in-depth evaluation of the 2014 legal framework. To that end, a public consultation and call for evidence were launched, several external studies were conducted, and a final evaluation report summarising all findings and conclusions was published in October 2025.
As part of the Directives’ revision, an additional public consultation and a call for evidence closed on 26 January 2026.

The Commission is currently analysing the results of the public consultation and will publish a factual summary report in the coming weeks.
