Kick Off: CoP Digital - Big Buyers Working Together

  • The Community of Practice Digital is established under the Big Buyers Working Together project 
  • CoP Digital participants will collaborate to define the objectives of the Community and will co-create together with Eurocities’ team the Community Roadmap – which will be shared soon.  
  • The CoP Digital will not focus on the issue of “digitalisation” of public procurement practices, but it will discuss various topics connected to the procurement of digital hardware or digital software solutions such as: needs and challenges related to defining common criteria for tender procedures of digital solutions, transparency and accountability issues arising from adoption of AI solutions, joint purchasing practices, methods of procuring.  

 

Main challenges shared by participants:  

  •  Identify possibilities for joint procurement practices  
  • Interacting with other public buyers across Europe and comparing best practices  
  • Best practices for implementation of digital tools  
  • Identify risk management and best practices for every IT procurement category  
  • Define and share strategic common procurement approaches (e.g. dynamic purchasing systems)  
  • Share experiences with the most economically advantageous tender (MEAT) criterion
