Call for Public Buyers to partcipate in a EUR19M Pre-Commercial Procurement fully funded by Horizon Europe!

PCP Call

The PROTECT project is pleased to announce a new initiative fully funded under the Horizon Europe Programme aimed at fostering innovation and advancing public services through Pre-Commercial Procurement (PCP). 

What is this PCP about?

On 17 October 2023, the Horizon-CL6-2024-GOVERNANCE-01-5 PCP call was officially launched. This call aims to fund the customisation/ pre-prototyping of end-user climate services using EO data and building on the Copernicus Services in the area of climate change adaptation and mitigtion. The selected PCP application will deliver successful innovative, and fully tested products or services that meet the common needs of a consortium of (mostly public) procurers across Europe.

The budget envelope foreseen for this call is up to €19M and the call will close on 28th of February 2024.

This PCP responds to commonly identified challenges in the area of climate adaptation and mitigation that can be better addressed jointly or that a single procurer could not otherwise have addressed alone.

What is PROTECT offering? 

In this context, the PROTECT project connects and matches public buyers facing similar challenges in the area of climate change and supports the creation of one or more consortia of buyers willing to join forces and submit a challenge application to the PCP call.

PROTECT already works with a Community of buyers which has identified FOUR pressing challenges and invites NEW buyers to join one or more of these four consortia structured around these challenges. 

The FOUR PROTECT challenges: 

  1. Mapping and predicting FLOODS (marine, riverine and other sources)
  2. Prediction and prevention of FIRES and tracing and tracking responsible sources (waste, forest/nature, other)
  3. Climate resilient WATER solutions (prediction, connecting data, planning, supply-demand)
  4. Sustainable & resilient INFRASTRUCTURE (sustainable re-development, restoring & climate adaptation of existing neighborhoods).

The target group is public and private buyers from EU Member States, Overseas Countries and Territories linked to Member States, associated countries to Horizon Europe, and low- and middle-income countries.
