A Prior Information Notice has been published to announce the Procure4Health Open Market Consultation

Procure4Health will implement an Open Market Consultation (OMC) for the four common needs identified by the healthcare public procurers within the Procure4Health Community. The Open Market Consultation will cross-check the findings of the market (prior art) analysis and obtain relevant information from suppliers on existing (or to be developed) technologies.

Procure4Health aims to challenge the market to develop innovative solutions to tackle 4 common challenges related to:

(1) On-site treatment of hospital wastewater

(2) Reusable personal protection against pathogens

(3) Digitalisation of integrated care

(4) Predictive medicine

A Prior Information Notice (PIN) has been published in the Tenders Electronic Daily (TED) to announce the Open Market Consultation conducted by the Procure4Health project and provide information about a potential future Pre-Commercial Procurement (PCP) of R&D services and/or Public Procurement of Innovative Solutions (PPI) on the health sector. In addition, a specific PIN for each of the four challenges will be published in the forthcoming weeks.

PCP is an approach that allows public procurers to buy R&D from several competing suppliers in parallel, to compare alternative solution approaches, and to identify the best value-for-money solutions that the market can deliver to address their needs. It is split into three phases: solution design, prototype implementation, and validation and demonstration of the solutions. In PCP, there is a risk-benefit sharing under market conditions between the public procurer and the suppliers, and a clear separation between the PCP and the deployment of commercial volumes of end-products. The PCP procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them.

PPI happens when the public sector uses its purchasing power to act as early adopter of innovative solutions which are not yet available on large scale commercial basis. It is subjected to the rules and procedures established in the EU public procurement directives.

This PIN invites all interested technology providers from EU Member States and Associated Countries, regardless of their size or governance structure, to take part in the Open Market Consultation. The Open Market Consultation aims to:

• Validate the findings of the state-of-the-art analysis and the viability of the set of technical and financial provisions.
• Raise awareness to the industry regarding the upcoming procurement procedure.
• Collect insights from the industry which can be used to fine tune the tender specifications.

The Open Market Consultation may include one or more events, and a questionnaire to request information from the market.
