Spanish BIM Plan for Public Procurement

Description

The Spanish Government approved the BIM Plan for Public Procurement on June 27th 2023, which progressively introduces the use of BIM in public contracts related to construction, of the National Public Administration and its dependent bodies. The Executive Summary of the BIM Plan with the BIM Levels Table has been published. 

This Plan has been developed by CIBIM, the Interministerial Commission for the incorporation of the BIM Methodology in Public Procurement, chaired by the Viceminister of Transport and Sustainable Mobility, supported by the Technical Committee together with the sector, and with technical assistance from the Technical Support Instrument of the European Commission.

CIBIM Public Tenders Observatory periodically provides data on the incorporation of BIM in public procurement. According to data from the Observatory for 2023, it is estimated that BIM could be used in 25.2% of the total public tendering, equivalent to an investment of approximately €12,528 million. In 2023, approximately 1,005 contracts included the use of BIM, representing a total estimated value of €3,697 million.

The main points of the Plan are:

  • The use of BIM in public procurement aims to improve the efficiency of public spending and facilitate the digital transformation of the Spanish construction sector.
  • The Plan is a mandatory internal instruction for the contracting authorities of the National Public Administrations and its dependent bodies, and a recommendation for the contracting authorities in the rest of the State public sector entities.
  • It contains actions for the gradual and progressive use of BIM in public contracts and for the use of open standards, with special consideration of the SME.
  • The Plan only applies to public contracts above a certain estimated value and establishes a progressive milestones calendar, from 2024 to 2030.
  • 5 BIM levels (pre/non-BIM, early, intermediate, advanced, and integrated level) are defined as a reference for listing actions that contracting authorities need to take to incorporate BIM.
  • BIM information requirements will be incorporated in the technical specifications of the procurement document and, additionally, other considerations about BIM can be requested to the tenderers.
  • CIBIM will facilitate the use of BIM in public procurement by carrying out actions in the areas of strategy, people, processes, and technological support. In particular, CIBIM will publish guidance material, will create a BIM Technical Office to answer consultations and support pilot projects and will prepare an e-learning course about BIM in public procurement.
  • In June 2024, CIBIM will elaborate annual report on the evolution of the incorporation of BIM in public procurement. It will include various indicators on tenders, SME participation and difficulties encountered, etc
