The workshops as part of the 'Organisation of workshops in the 27 Member States to develop a dialogue on the use of strategic public procurement (green, social and innovation)' are ongoing, with Estonia hosting the 11th Dialogue.

The workshop in Estonia took place on 8 April 2024 in Tallin, Estonia, hosted by the Ministry of Finance and prepared in collaboration with the Project Team from PwC and ICLEI, and DG GROW.

Approximately 30 participants from various key organizations involved in Estonian public procurement attended, including ministries, economic operators, business agencies, and public service providers. They engaged in discussions on identifying barriers for public buyers and crafting solutions, collectively outlining a roadmap to enhance strategic procurement in Estonia. The workshop featured productive exchanges, with stakeholders divided into thematic breakout sessions focused on innovation, green and socially responsible procurement. 

The overall conclusion of the workshop is that Estonia is in a very active phase regarding the implementation of actions to uptake strategic public procurement, with several important documents having been put in place to support this goal - e.g. “Strategic public procurement principles” that puts in place six key procurement principles (including three focused on innovation, green and social procurement), available at the Ministry of Finance’s website.

Conclusively, the workshop in Estonia showcased the dedication of participating organizations to the topic and their readiness to further contribute to subsequent steps and the roadmap's development.
