This report presents the first Annual Policy and Programming Feedback Report produced under the contract “Strategic procurement training for public buyers: Lot 2 - SME-friendly strategic procurement training for central purchasing bodies (CPBs)”, implemented by EISMEA together with the BBG-led consortium (ICLEI Europe and EY Romania), and supported by subcontracted partners WU, Adda and SPMS.

This resource has been elaborated for the Public Procurement Office of Lithuania as part of their requested support for developing a tool to help public buyers, policymakers or analysts determine whether a given entity falls under the definition of a contracting authority (as per the provisions of Directive 2014/24/EU and the interpretative principles clarified by the CJEU).

The new PPE+ Europe training programme offers a unique combination of an academic and a practical approach. The goal is to provide state-of-the art knowledge, tools, and methods for modern public procurement, including policy objectives like SME-friendly, green, and innovative procurement. Additionally, in-depth training modules on topics including Food, Security & Defence, Health & Medical and ICT procurement are offered.
