Second 2025 EU GPP Helpdesk Webinar: Reserved contracts and sustainable public procurement

On 11 June 2025, on behalf of the European Commission, AEIDL organised the second 2025 webinar of the European Commission’s Helpdesk service on Green Public Procurement. The event was devoted to the use of reserved contracts as means to achieve social objectives in public procurement. It was also an occasion to facilitate the exchange among the relevant stakeholders who are involved in the implementation of these contracts: health and social service providers, social economy actors, and contracting authorities.

After an introduction on the key social provisions of the EU Public Procurement Directive 2014/24/EU, in particular Art. 20 and Art 77, the webinar provided participants with concrete examples and tips on how contracting authorities can use reserved contracts to implement their SRPP strategies and plans. Participants were also informed about relevant projects, such as the WeBuySocialEU project, whose training material is expected to be published on the  EU Academy during the summer 2025, as well as other resources, such as the EU publication Making socially responsible procurement work – 71 good practice cases. It also presented how the Helpdesk can support contracting authorities in achieving sustainability objectives through public procurement.

The webinar managed to shed light on the ways that public procurement can serve as a vehicle for social change among the participants, who included a wide range of stakeholders (e.g. contracting authorities, companies, NGOs, social enterprises, and service providers).
