The first of a cycle of webinars on the achievements of the Big Buyers project! How can public buyers drive the market through public procurement? This first event will focus on the Working Group that learnt how to procure a «Zero Emission Construction Site».

The fifth and final «Buy Social EU Lunchtime Talk» is about work conditions in public procurement. The objective is to discuss social considerations in public procurement, specifically how to ensure fair treatment and decent working conditions for workers employed in public procurement contracts.

In this masterclass Prof P. Portier introduces the methodology of assessing the pricing of innovation partnerships. The discussion includes the challenges of pricing innovation in a public project and the importance of complying with European legal frameworks. The speaker emphasizes the need to design a technical methodology that meets the expectations of all stakeholders, including public buyers and innovative solution providers. Transparency and cost proportionality are key factors in pricing innovation partnerships.

This document aims to propose an easy-to-implement methodology that can be used by public buyers during the evaluation and negotiation phase of a contract based on the innovation partnership procedure. The methodology specifically: (1) defines a price limit for the contract, which ensures that no undue price is paid; (2) allows us to compare the offers of different suppliers and to determine the best one for the administration.

AI is an essential technology crucial to our technological sovereignty and the preservation of public interest, offering better and more cost-effective services that are accessible to citizens. However, it also poses unique risks and challenges that must be addressed to ensure compliance with fundamental rights and European values.

Accessible and universal design is not only important for the welfare and equal opportunities of persons with disabilities, but also relevant and important for all of us.
