Living-in.eu is a movement bringing together urban and regional authorities to promote the digital transformation of local governments in accordance with EU principles and values. With the support of the European Commission, Living-in.eu offers an opportunity for local authorities to work together on topics such as the legal aspects of digitalisation, access to financing, the development of standards and technical guidelines, and capacity building. The community also benefits from a catalogue of tools developed in a series of complementary projects, also funded directly by the Commission.
Among these tools is a set of procurement templates for the purchase of digital and ICT solutions; the documents, provided in an editable and customisable format, represent a useful starting point for procurement experts working on the following topics: data & security user-facing applications; cloud storage, computing, and cloud connection services; public Wi-Fi; user-facing platforms; on-premises computing and storage; software development services; IoT platforms and devices; and back-end data software applications.
The templates can be accessed for free by all interested public buyers on the Living-in.EU catalogue. Each template package comprises tender specifications, technical specifications, and a pricelist for the financial offer. The templates are currently available in English, with French and German versions to be added in the coming months.
In addition, a feedback form is available for each template. Public authorities can provide their input on the documents’ general usefulness from both the technical and legal perspectives, as well as on their relevance and applicability to their procurement processes. The feedback forms are currently open for input on a rolling basis.
